FASE (Financial Access and Systemic Empowerment) is a Swiss non-profit foundation. It was founded by Anchorage Digital, Bitfury, Bybit, Chainalysis, Fasanara Capital, Kraken, Opera, Pave Bank, Prosper Global (formerly Mercy Corps), Solana Foundation and Tether. The UNODC, the United Nations Office on Drugs and Crime, advises it on cybercrime prevention in Africa, Asia and Central America, and the UN trust fund for victims of trafficking collaborates in supporting survivors.

With Goodwall, it aims to bring anti-scam tools to up to 10 million young people, with Latin America among the priority regions. With Prosper Global, it is preparing a stablecoin humanitarian aid pilot that could reach one million people.

Tether and industry partners launch the FASE Foundation to combat scams, support victims of human trafficking and pilot stablecoin aid in vulnerable communities.

Founding stakeholders include Anchorage Digital, Bitfury, Bybit, Chainalysis, Fasanara Capital, Payward (Kraken’s affiliated company), Opera, Pave Bank, Prosper Global (formerly Mercy Corps), Solana Foundation and Tether. The United Nations Office on Drugs and Crime (UNODC) will also act as a strategic partner. The first programmes aim to prevent youth cybercrime, support victims of human trafficking and run a humanitarian aid pilot project with a stablecoin.

October 28, 2026 – Tether , the largest company in the digital assets industry, today announced the launch of the Foundation for Financial Access and Systemic Empowerment (FASE). FASE is a Swiss multi-stakeholder non-profit foundation dedicated to financial security, financial inclusion and equitable access to essential resources such as connectivity, energy and healthcare. This marks Tether’s shift from intention to practical, measurable action.

FASE launches with a Founding Stakeholder Group made up of organisations that will help define and implement its programmes. The group comprises Anchorage Digital, Bitfury, Bybit, Chainalysis, Fasanara Capital, Payward (Kraken’s partner), Opera, Pave Bank, Prosper Global (formerly Mercy Corps), Solana Foundation and Tether. The United Nations Office on Drugs and Crime (UNODC) will provide technical advice to the Foundation.

FASE’s work is organised around four financial and technological pillars designed to strengthen systemic resilience and empower communities:

  • Financial security: Strengthening the safeguards and tools that protect individuals and communities from financial harm, including digital asset scams and fraud.
  • Financial freedom and inclusion: Expanding access to financial services for marginalised populations.
  • Access to resources: Promoting equitable access to connectivity, clean energy and healthcare in hard-to-reach areas.
  • Responsible artificial intelligence and robotics: Supporting ethical, transparent and human-centred technological innovation.

Building on Tether’s existing work combating human trafficking, supporting African civil society organisations through grants and large-scale interventions, and funding organisations that fight organised crime and cybercrime, including online scams, its first initiatives include a global youth partnership with Goodwall, a certified B Corp and global youth engagement platform. This partnership aims to reach up to 10 million young people with digital education and scam prevention tools, prioritising high-risk regions such as Africa, Latin America and Southeast Asia.

FASE will work with Prosper Global on an expansion initiative exploring how stablecoins can deliver humanitarian aid more transparently and efficiently. An initial pilot programme could reach up to one million people and serve as a model for future crisis responses.

FASE will leverage the existing cooperation between Tether and the UNODC to expand cybercrime prevention activities in Africa, Asia and Central America. FASE will also support civil society organisations that provide direct assistance and protection to victims of human trafficking, in collaboration with the United Nations Voluntary Trust Fund for Victims of Trafficking in Persons.

“For too long, the people most in need of protection and support have been the most underserved by the traditional financial system. FASE seeks to reach them. It builds on the work Tether already does in these communities and brings together partners from across the industry and the United Nations to expand and accelerate it. Together, we can provide these communities with the protection, support and access they have long lacked. That is what we are building with FASE,” said Paolo Ardoino, CEO of Tether .

Ahead of the official launch, FASE’s founding partners met at an exclusive event in Lugano to mark the foundation’s creation, define strategic priorities across its core pillars and celebrate the collaborative vision behind the initiative.

Before launching FASE, Tether supported various foundations and non-profit initiatives, aligning its contributions with its mission to drive infrastructure that creates real impact. Notable among these is its ongoing funding of the BTCPay Server Foundation: a $100,000 donation in 2024 and another consecutive $100,000 in 2025. Tether also donated $250,000 to OpenSats , a non-profit that funds developers, researchers and educators building technologies for Bitcoin and censorship-resistant technologies, allocating all funds to ecosystem growth and innovation.

Through these projects and ongoing collaborations, FASE aims to build a safer, more equitable and more connected future for all.
