The Commissioner for Financial Services, Maria Luís Albuquerque, brought together a group of invited participants in Brussels for an “implementation dialogue” on digital finance.

The first session addressed whether MiCA, the European crypto-asset regulation, is meeting its objective and where it could be simplified or its burdens eased. The second addressed the implementation of DORA, the cyber-resilience rules, and whether they should be better tailored to the size and risk of each firm. The Commission will later publish a summary of the conclusions and the list of participants.

The European Commission has committed to reducing the administrative burden and simplifying legislation. As part of this effort, it has launched a series of dialogues to engage directly with stakeholders on how to achieve policy objectives while minimising administrative burdens.

On 27 October 2026, María Luís Albuquerque, Commissioner for Financial Services and the Savings and Investments Union, will chair a dialogue on the implementation of digital finance. As the digital transformation continues to reshape financial services, this dialogue will give stakeholders the opportunity to share practical experience of implementing the main EU regulatory frameworks in the digital field and to identify possible areas and measures for simplification.

The dialogue will be structured around two thematic sessions covering (1) the EU regulatory framework for crypto-assets and (2) EU rules on cyber resilience in the financial sector. Its aim will be to:

  • assess the overall fitness of the Markets in Crypto-Assets Regulation (MiCA), the current legal framework governing crypto-assets and crypto-asset service providers, and identify where simplification or burden-reduction measures could be considered.
  • take stock of the practical implementation of the Digital Operational Resilience Act (DORA), with particular attention to whether greater proportionality is needed, including whether the current requirements are appropriately calibrated to the size, risk profile and operational complexity of different types of financial entities.

Participation in the dialogue will be by invitation only. The Commission will publish a summary of the main conclusions and the list of participating organisations after the event.
