Spain’s WeGrant will boost access to climate finance through the Horizon Europe programme

  • For the first time within the R&D Horizon Europe framework, a platform is being designed with the ambition of making the “perfect match” between adaptation projects and public-private financing, from European funds to commercial banks and impact investors
  • WeGrant is currently identifying European banks, climate investment funds, asset managers and family offices that could join and act as validators of the technology tool

Madrid, 15 October 2025 — WeGrant, a Spanish fintech specialising in financial technologies applied to public funds, has been selected under the European Commission’s R&D Horizon programme as a key partner of CLIMINVEST. This is a European project that brings together sustainability and finance experts to improve the financial viability of climate adaptation solutions, and which aims to become the technological bridge between public and private climate investment.

“For decades, climate finance has been fragmented. There are public funds that go undeployed for lack of bankable projects, and climate-minded private capital that cannot find mature structures. Our technology aims to solve that: connecting opportunities with strategic investment,” explains Fran Estevan, CEO of WeGrant.

The Valencia-born company, which identifies, manages and projects public funding opportunities, will lead the development of a new smart financing module that will integrate matching algorithms, risk analysis, green taxonomy and ESG standards, enabling investors, banks, developers and governments to find, assess and co-finance projects ready to scale, Estevan adds.

In a context where billions of euros in public money still fail to achieve a multiplier effect due to a lack of structured projects and connection with private capital, WeGrant is taking on the ambitious initiative of transforming the way climate change adaptation is financed in Europe, as a SaaS that, drawing on the universe of public grants and through AI, data and automation, enables new business models: bank advances, leasing products or cross-selling strategies, among others.

Collaboration with European banks and investment funds

WeGrant, which will launch its first proof of concept this October, is currently identifying European banks and climate investment funds, as well as asset managers and family offices, so they can join the development of the initiative and act as validators of the tool.

“This project goes beyond the financial sphere to connect with climate challenges. Along those lines, we already have major partners such as Santander and BNP Paribas on our purely financial platform; now we want new players such as investment funds to join ClimeInvest,” says Estevan.

CLIMINVEST is funded by the Horizon Europe programme as green financial intelligence to channel sustainable investment, within the Mission on Adaptation to Climate Change, and brings together 23 organisations from 11 countries.

The module led by Wegrant will focus on designing projects from the outset to be attractive to investors (Bankability-by-Design) while also meeting environmental, social and governance (ESG) standards through specialised consultancy.

Combining all the partners’ technological capabilities will make it possible to develop a disruptive tool that will not only drive the scalability of climate solutions but also allow projects to be replicated and adapted to any city or region, ensuring both profitability and environmental and social impact.

In 2023, private investment in climate change mitigation in the European Union reached €95.3 billion, equivalent to 0.55% of EU GDP, and to meet the EU’s 2030 climate targets, an estimated additional annual investment of between €400 billion and €558 billion will be needed, equivalent to between 2.7% and 3.7% of annual European GDP.
